Referee Decisions

Referee’s decision is final.  Therefore no protest will be entertained other than those relating to eligibility.


General Rules

The games will be governed by FIBA International Rules, refer to link below

Any local modifications to these rules are described in the rest of this section.

Competition Rules – Pool and Championship Games

  1. Tournament Format
    • The format of the competition will depend on the number of teams participating in each category that can be in a ‘pool’ or ‘round-robin’ format.
    • The team seeding will be determined from the results of the Labour weekend tournament from the prior year.

      Pool Format (All Categories)
      The teams within the same pool will play single-round robin elimination round.

      The top-placed team (i.e. the team with the most wins) from each pool will play a single game to determine the overall champion.  The loser of this championship game will be the 2nd place team.  Where there are 3 or more pools, a semi-final round comprising of the top placed team from each pool will be played to determine the finalists.

      The 2nd-place team (i.e. the team with next highest number of wins) from each pool will play a single game to determine the 3rd place winner.  Where there are 3 or more pools, the losing teams from the semi-final round will play to determine the 3rd placed team

      For purposes of breaking ties in win-loss standings within each pool, this will be decided by the winner-over-the-other rule.
      • Example 1.  Teams A and B finish with identical 3-1 win-loss records at the end of the elimination round, but A won over B, then A is declared the 1st place team, and B the runner up team for that pool.
      • Example 2.  Teams A, B and C finish with identical 2-2 records, but A won over B, B won over C, and A won over C.  In this scenario, A is the first place team, and B is the 2nd place team.
      • Example 3.  Teams A, B and C finish with identical 2-2 records, but A won over B, B won over C, and C won over A.  In this scenario, the total points for and points against for teams A, B, C are calculated (for the games involving these teams only).  The team with the highest point differential is the first place team, and so on.
    • Round-Robin Format (All Categories)

      The teams will play a single round-robin elimination round.

      The 1st and 2nd places will play for the championship and 1st runner-up.

      The 3rd and 4th places will play for the 3rd runner-up.

      For purposes of breaking ties in win-loss standings, this will be decided in the following order:

      • Winner-over-the-other rule
      • Points differential
  2. Playing Time Rules
    • FIBA Rules will be applied except for the following:
      • 2.1 If venue has single game clock across all playing courts
        • A game will be played in two halves of 25 minutes per half-running time.
        • A maximum of two time outs per team per half will be allowed.  Each timeout has a limit of 45 seconds.
        • There will be no time-out allowed in the last 2 minutes of play.
        • There shall be a 3-minute half-time break.
        • In case of a tie at the end of regulation time, the tie will be broken during the overtime period.  Please refer to rules on Overtime.
      • 2.2 If venue has a separate game clock for each playing court
        • A game will be played in two halves of 22 minutes per half-running time.
        • Stop clock during last 2 minutes of 2nd half
        • A maximum of two time outs per team per half will be allowed.  Each timeout has a limit of 45 seconds.
        • Game clock to be stopped during time outs called in the last 2 minutes of the 2nd half
        • There shall be a 3-minute half-time break.
        • In case of a tie at the end of regulation time, the tie will be broken during the overtime period.  Please refer to rules on Overtime.
  3. Additional Rules Governing Unsportsmanlike Behaviour
    • When a player is assessed 2 unsportsmanlike or technical fouls in the same game, in addition to automatic ejection from the game, the player will sit out the team’s next game.
    • Where a player is assessed 3 unsportsmanlike or technical fouls in the same tournament, the player will no longer be eligible to play for the rest of that game and the tournament.
    • Referees and / or tournament controllers have the right to sit down a player from the court to defuse a potentially tense game situation.
  4. Disciplinary Process
    • Any player ejected from a game shall be required to prepare a written (or e-mail) explanation of their account of transgression within a week following the incident.  This “incident report” must be submitted to any of the tournament coordinators of the city that hosted the tournament.
    • The tournament coordinators will subsequently hold their deliberation of the “incident” and will produce a “tournament report”.  The “tournament report” will outline the events surrounding and during the “incident” and will make a recommendation to the “incoming host” as to the type of disciplinary action that can be imposed to the offending player, players, team or teams.
    • The type of disciplinary action can constitute one of the following:
      • Warning.  Warn the player, players, team or teams.  Any repetition of the same or similar transgression in any succeeding tournaments will mean an automatic disqualification of the player, players, team or teams from the tournament being played.
      • Temporary suspension.  Suspend the player, players, team or teams from playing in the next tournament.
      • Indefinite suspension.  Not allowing the player, players, team or teams from playing in the succeeding tournaments until such time that the tournament coordinators of the succeeding host city are convinced that the same or similar transgression is unlikely to re-occur.

Overtime

  1. In case of a tie at the end of regulation time, the ‘golden basket’ rule will be applied for the overtime period.  Overtime period will start with a jump ball (rather than continuation of the alternating possession rule)
  2. First team to score a point wins the game
  3. One time-out will be allowed per team during the overtime period
  4. Team fouls carried over from second half

Awards

Team trophies will be given to the top 3 finishers for all categories.

Individual medals will be given only to members of the Champion teams.

The Federation Basketball Shield will be awarded to the club, society or sporting group that garnered the most number of first-place finishes across all basketball categories.
